Recommendations of the Forum of the Civil Company to the conference of the Heads of State and Government

We, representatives of the civil society, joined together in prelude to the ordinary session of the conference of the Heads of States and governments of the African Union, after a meticulous examination of the HIV/AIDS situation in Africa, the call of the Abuja and Joint African Position resulting from the Abuja Consultations of May 2006, we recommend to the conference of Heads of State and governments:

To confirm and reinforce the Call of Abuja and the Joint African Position resulting from the Abuja Consultations (May 2006).

Considering:

  • The burden of the epidemic of the HIV/AIDS, tuberculosis and paludism (I think this word is malaria) in Africa exacerbated by poverty;
  • the major one that the GFATM in the extension of the access to the service of prevention played, care and treatment in Africa;
  • the important role that it could play in the attack of the objectives of the Universal Access from here to 2010;
  • the fact that the essence of its last 4 years resources went to the African countries;
  • the financial problems with which this financial instrument is confronted today;

We ask the conference of Heads of State and governments:

  1. to require with all the Member States to contribute a share to the financing of the GFATM;
  1. to work out and set up a plan of mobilization of financial resources at the profit of the GFATM whose first stage will be the conference of reconstitution of the financing of the GFATM, envisaged in Durban in South Africa 6 & July 7, 2006.
